Will be used by maintainer scripts instead of calling /etc/init.d/foo directly
Policy will be added after woody is out
Policy changes are already approved
Code is ready, tested and deployed
Debhelper mode 4 uses it

No more starting of services out-of-runlevel in package installs and upgrades!
