Extending the system for dependencies (1/2)


Reduce the runlevel set to four runlevels from the maintainer scripts PoV:
System startup
Single-user mode
Multi-user mode
System shutdown/reboot

Unify the system startup and shutdown runlevels
It makes more sense for users, even if the current way is not bad
It is much easier to implement in dependency-based systems
